I have never released something to the Movie Portal and for me the 'Upload File'-text reads as follows:
"Flash Movie (swf) up to 250 MB
Video File (mp4,mov,avi,m4v,ogg,ogv,wmv,mkv,webm,flv,3gp) up to 10,000 MB
HTML5 Archive (zip) up to 2,500 MB"
If the limit is 'really' 100 MB for you, you should talk to one of the Moderator about that or ask in the forums - because that sounds odd.
